Annex V. Measures of the rural support fund (year 1999)

 

 

 

Measures of the Rural Support Fund (RSF):

1.   Support for restructuring and modernisation of primary agriculture. This include:

1.1. the design of common use communications and engineering equipment, construction and maintenance;

1.2. partial financing of the acquisition of the new agricultural machinery;

1.3. the planning and digging of artesian wells;

1.4. setting-up aid to young farmers by covering for them a part of the costs incur of constructing production buildings and purchasing homestead and land;

1.5. partial compensation of the establishment costs of specialised farms, which comply with the EU standards.

 

2.   Support for development of new vertical and horizontal co-operatives. This include:

2.1. partial compensation of  the costs of construction or reconstruction of buildings in order to make them suitable for use of the new technologies;

2.2. for acquisition of machinery, equipment and vehicles.

 

3.   Support for development of  agroservice (machinery rings). This include:

3.1. partial financing of the costs of construction and reconstruction of buildings in order to adapt them for the needs of agroservice;

3.2. partial financing of the costs for acquisition of machinery, equipment, vehicles, computer hardware and software.

 

4.   Support for purchase of new equipment and technologies. This include:

4.1. Partial financing of the costs for acquisition of new technologies (construction and renovation of buildings and acquisition of machinery and equipment), particularly:

4.1.1.      cultivation of intensive commercial gardens and berry plantations;

4.1.2.      modernisation of greenhouse heating systems;

4.1.3.      cultivation of mushrooms;

4.1.4.      introduction of alternative energy technologies;

4.1.5.      introduction of pisciculture technologies in inland waters;

4.1.6.      modernisation of technologies in specialised potato farms meeting the EU requirements;

4.1.7.      modernisation of technologies in specialised flax farms meeting the EU requirements;

4.1.8.      introduction of milking and milk-cooling technologies.

 

5.      Support for stock-breeding, particularly:

5.1.control of animals’ productivity;

5.2.maintenance of the breeding animals;

5.3.dissemination of the achievements of animal breeding sector.

 

6.   Support for ecological farming.

 

7.   Support for the restructuring of agricultural activities in low-productivity areas. This include:

7.1. acquisition of new agricultural machinery and production buildings;

7.2. establishment of young farmers;

7.3. establishment of agricultural services;

7.4. introduction of new technologies (milking, milk cooling etc. equipment);

7.5. advancement of ecological farming;

7.6. reorganization of agricultural activities in order to get the alternative income;

7.7. partial financing of investment costs for specialized diary farms in less-favored areas meeting the EU requirements.

 

8. Support for the reorganisation of agricultural activities in order to get the alternative incomes. This include:

8.1. traditional and non-traditional plant-growing and cattle-breeding production;

8.2. crafts, trade, services;

8.3. development of rural tourism.

 

9. Support for the development of agricultural resources and product quality analysis system. This include:

9.1. modern equipment for laboratories;

9.2. renovation of premises when adopting them to the installation of new equipment.

 

10. Other support (partial compensation of the short-term loan interest).

 

11. Support for apiculture.

 

12. Support in the case of accident (loss of buildings, agricultural machinery and equipment (except cars), cattle, fodder or fish as a result of fires or infectious diseases of cattle and fish).

 

13. Improvement of agricultural science include:

13.1. training and consultation of farmers;

13.2. improvement of agricultural specialists qualification;

13.3. financing of the agricultural research works.

 

14. Animal registration and identification (cattle accounting system).

 

15. Establishment of the information system.

 

 


 

The table below describes the Rural Support Fund measures that provide grant aid for investments made by family farms or other agricultural holdings.
