The total investment in training, manure storage and equipment for spreading for implementing the proposed scheme is preliminary estimated to 1,700 million Litas for the modern scenario and 757 million Litas for a less modern scenario. 

These investments are foreseen to be distributed over the period 2001-2012 as presented in the Figures 6.1 and 6.2 below, using the assumptions stated in Box 1 in Chapter 4.

The estimated yearly investment is determined by:

1.      Training of farmers in the Code of Good Agricultural Practice will start from 2001 and intensify around 2005-2007 and thereafter continue with a lower intensity. The total investment is estimated to 24 million Litas, which is relatively small compared to investments in manure storage and spreading equipment.

2.      Investments in adequate manure storage for farms with more than 600 LU to be completed by 2007.

3.      Investments in adequate manure storage for farms with more than 300 LU to be completed by 2009.

4.      Investments in adequate manure storage for farms with more than 10 LU to be completed by 2012.

5.      Investments in manure spreaders will follow after the investment in storage.

It is proposed that the training of farmers and the establishment of adequate storage capacity is subsidised by the government for the period while the investment in manure spreaders should by financed by the farm enterprise. The subsidy could be financed over the SAPARD programme and the Rural Support Fund. The next phase of this project will make more detailed estimates of the cost for agriculture and develop the subsidy structure.

The estimated figures for the 2 scenarios are presented in Tables 6.1 and 6.2 below:

The investment related to the Programme for Monitoring of Nitrates is in the order of 385,000 Litas (short-term investments for establishment of monitoring wells in shallow aquifers). Long-term investments for expansion of the groundwater monitoring programme are estimated to be at the order of 5-6 million Litas and should be designed also to fulfil other national and EU requirements. Investments to monitoring programme have to be financed by the Ministry of Environment. Again, full elaboration of these costs will be conducted during 2002-2003 as part of the Action Programmes development.
